Viteritti, who served on my dissertation committee, makes the following observations:<\/p>\n<blockquote><p>&#8220;Joel Klein was a bold leader who imposed more changes on the\u00a0city schools than any chancellor or superintendent in history. His policies\u00a0directed the energy and the resources of the system towards those students\u00a0with the greatest needs. His team was not always the best judge of how\u00a0much change the system was capable of in any \ufb01xed period of time. It was\u00a0sometimes out of touch with the culture of the organization it was running.\u00a0Klein knew that his efforts would be met with resistance, but his style of\u00a0leadership prompted more opposition than the natural inertia of the system\u00a0would have supplied. He invested political and \ufb01nancial capital in data systems that did not always work.&#8221;<\/p>\n<p>&#8220;Under Mayor Michael Bloomberg, New York City has become enamored\u00a0with the idea that noneducators can run school systems or units within\u00a0them.
