National public policy issues, such as immigration reform, remain in a perpetual state of deadlock. Various government agencies, such as the <a href=\"http:\/\/www.cnn.com\/2014\/06\/24\/us\/senator-va-report\/\">Department of Veterans\u2019 Affairs<\/a>, the <a href=\"http:\/\/www.politico.com\/story\/2014\/09\/timeline-of-the-irs-scandal-111185.html\">Internal Revenue Service<\/a>, and the <a href=\"http:\/\/www.gao.gov\/products\/B-326013\">Department of Defense<\/a> have been exposed with scandals and management failures.
