Rep. Ken Calvert, R-Calif., unveiled <a href=\"https:\/\/www.congress.gov\/bill\/114th-congress\/house-bill\/340?q=%7B%22search%22%3A%5B%22civilian+dod+employees%22%5D%7D\">a bill<\/a> in August to reduce the number of civilian defense employees.\u00a0Shortly after the 114th Congress began, Rep. Cynthia Lummis, R-Wyo., introduced the <a href=\"https:\/\/www.congress.gov\/bill\/114th-congress\/house-bill\/417\">Federal Workforce Reduction through Attrition Act<\/a>. It would gradually roll back and then freeze the number of federal employees at 90 percent of the workforce rolls as of Sept. 30, 2013. To reach this target promptly, the legislation would permit agencies to hire a new employee only after three had retired.
