In late 2014, the R Street Institute launched the Governance Project<\/a>. Its task is large: to assess and improve the state of America\u2019s system of national self-governance, with particular attention to Congress.<\/p>\n

The need for such inquiry should be obvious. Our federal republic is showing signs of dyspepsia, if not outright dysfunction. National public-policy issues, such as immigration reform, long have been deadlocked. Various government agencies\u200a\u2014\u200asuch as the Department of Veterans\u2019 Affairs, the Internal Revenue Service, and the Department of Defense\u200a\u2014\u200ahave been in the headlines due to major scandals and management failures. The nation\u2019s debts and deficits remain extraordinarily high.<\/p>\n
