Jenkins\u2019 and Charles Stewart III\u2019s recently presented an important paper, \u201cThe Deinstitutionalization (?) of the House of Representatives.\u201d It re-evaluates Nelson Polsby\u2019s classic analysis that concluded the U.S. House of Representatives was becoming more \u201cinstitutionalized.\u201d Jenkins (University of Virginia) and Stewart (MIT) argue that some of the trends that Polsby observed have since reversed themselves, suggesting a possible deinstitutionalization of the House.
