So, obviously I was REALLY delighted to be invited to testify at this House Oversight and Government Reform subcommittee hearing<\/a> yesterday, which considered Congress\u2019 power of the purse.<\/p>\n

It\u2019s a big topic, and we focused on just a sliver of it\u200a\u2014\u200aagencies\u2019 authority to collect money from the public in the form of user fees, fines and the like, and then yp spend it.
