According to the National Endowment for the Humanitites (NEH):

The National Digital Newspaper Program (NDNP) is a partnership between the NEH, the Library of Congress (LC), and state projects to provide enhanced access to United States newspapers published between 1836 and 1922.

Currently, the NDNP is offering a prototype of the 1836-1922 project.  It is called Chronicling America: Historic American Newspapers, and it includes “1880 to 1922 from the following states: California, District of Columbia, Florida, Hawaii, Kentucky, Minnesota, Missouri, Nebraska, New York, Texas, Utah, and Virginia.”
